For standalone installation / with local account:

1. Pull network cable
2. Shift+F10
3. In Command Prompt type: OOBE\BYPASSNRO

Computer will restart and let you go through the setup (location, keyboard, etc.) again. Now you can select option: “I have no Internet Connection”.
